Assam Chief Minister Himanta Biswa Sarma has issued “shoot-at-sight” orders in Dhubri, saying there is a communal group active in the area which intends to damage temples.
“A particular group has become active in Dhubri with the intention of damaging our temples. We have issued SHOOT AT SIGHT orders,” Sarma said on X.

The controversy arose after people protested in Dhubri on Sunday after pieces of meat were found near a temple, as miscreants reportedly attacked vegetable vendors and e-rickshaw drivers. Tear gas shells were lobbed to disperse the agitators on Monday and restrictions on public movement were imposed. They were withdrawn the next day.
Sarma visited Dhubri on Friday to review the situation and assured people of full government support. “The order for shoot-at-sight will be issued immediately after I reach Guwahati today and anybody coming out at night or throwing stones will be arrested,” he said.
The Chief Minister said Rapid Action Force (RAF) and CRPF personnel will be deployed in the district and all criminals in Dhubri will be arrested. “All those who have taken law into their hands will be dealt with severely,” he said.
“I visited Dhubri and directed law enforcement officers to follow ZERO tolerance against elements who desecrate our temples, Naamghars and sacred spaces. The incident of throwing beef at the town’s Hanuman Mandir should have NEVER happened, and those involved WON’T BE SPARED,” Sarma wrote in another post on X.

He said an organisation named ‘Nabin Bangla’ had put up “provocative posters” highlighting their aim to include Dhubri in Bangladesh. He also alleged that thousands of cattle have been brought from West Bengal and a “new beef mafia” has emerged in Dhubri who procured thousands of animals just ahead of the festival.
Sarma also said a cow’s head was found in front of the Hanuman Temple in the district headquarters after Eid-ul-Adha on June 7. Despite both Hindus and Muslims appealing for peace and harmony, a cow’s head was again kept in front of the temple, and stones were thrown at night.
He said that if required, he would guard the Hanuman Temple for the whole night. “We cannot allow a section of the community to create such disturbances. Our government will not tolerate this and allow Dhubri to go out of our hands,” Sarma asserted.
Meanwhile, Dhubri District Commissioner Dibakar Nath said the situation in Dhubri town is under control at present. “We have revoked yesterday’s (Monday) order. Shops and markets have opened now,” he told news agency PTI.
